My M won't move

My old M has been setting for quite some time. Won't start. Worked on it a couple of weeks ago and it turned over fast, 12v convertion..I would squirt WD 40 or gas in the carb and often it would fire a couple of times as it it were going to start. But, all the time it was turning over, gas was pouring out of the bottom of the carb in a steady steam. So, figured the float must be stuck. Bought a new carb kit and got the float working freely. But, the kit didn't include a needle valve of valve seat. So, now it turns over fast, but can't seem to get it fire at all.What can I do?
