Not sure about your particular engine,but most engines use the two small dots on the cam and line them up with the dot on the crank. The other single got on your cam will line up with the dot on your govenor. Hope this helps. Like I said most engine that I have done have been this way. It would be wise to check with someone who has rebuilt your exact engine to make sure this is right. Or you could pick you self up a shop manual if you can find one.
