Mike: If the brakes are not stuck and you have good fuel flow, have you check your compression yet? it should have at least 110 psi per cyclinder. also farmall's have a thick flat washer in the governor that very often have wear stop's or two divits worn into it that wont let the governor arm move when put under load. another thing to check is make sure your governor spring is not to tight. to check the spring and the washer in the governor, just remove the side cover and with a srew driver push the washer fowards and look for the wear spots also the spring should be hanging kind of lose in there. Check your governor by starting the engine, put it at 3/4 throttle, press both brakes down and the engine should bog down for a second and then pick right back up if not then you where to start looking. good luck dan.
