I believe you have the right idea. New valve seats will fix the mechanical part of it (you might want to have it plained if the gasket surface is un-true). As for the rest of the surface area that is pitted, I would give it a severe wire brushing or perhaps a sand blast job just to insure all the rust and stuff gets off. If you sand blast, don't sand blast valves, valves seats, rocker arm assembly, ext. You will want to sand blast with all that stuff removed. And do appropriate cleaning afterwords to insure it is clean of sand.
