If you are attempting to use a rototiller with an IH 140, I'm afraid it will never work very well. The 1st gear on the 140 is too fast for a rototiller unless the ground is already very soft. You really need a tractor that has creeper gears that will allow less than 1 MPH a PTO speed. The 140 is more than twice that speed. As to the PTO shaft problem, Hugh gave good advice to check your sway braces and also offset your tiller if you can. Many tillers allow offset to one side because the tiller is often narrower than the tractor tread.
