I have an F-14 that uses the same motor and had problems getting it started. Reworked the mag and still would not start. Pulled it off and started right up. Have had the tractor for a while now and it will not start by hand most of the time. You can pull it 5 feet and it will start. I built a starter for it that works off the pto. It starts right up with the starter and the people at the shows always want to know what is in the box on the back of the tractor. If you try to choke the tractor at all it will not start with the starter. New plugs ( Autolight hot) will help. I don't have the number right here but email me if you want it. The F-12 and F-14s seem to be hard to start anyway. Good luck.
