According to my parts manual for the C there is no felt washer in either of the two different hubs that were originally available. I had half of the back pulley on the fan hub breakoff so had to replace it. I didn't take much time to inspect the old one. The new one has sealed bearings in it so it no longer has the oil in it. It was a little over $200.00 US to replace it. The joys of these old tractors.
