The transmission on an M holds 13 gallons. The level should be up to the level plug which is located on the left hand side under the platform just behind the clutch pedal. As to cleaning, what I would do is open the drain and let is drain for at least 24 hours. Then flush with kersosine or diesel and let that drain completely. Sometimes stuff is really caked in there and even that won't get it out. You could take the PTO off and take a look it you want. It's a little tricky to get back on, but a lot easier than taking the top off. Or, you could just refill it and run it a while to let the new oil loosen stuff up and after a few months change it again. When you change the transmission oil, be sure to loosen the bolts that hold in the belt pulley shaft and pulle the shaft out enough to let the pulley housing drain. There is no drain on it and water tends to accumulate in that small sump. Add a half gallon or so of oil back through the pulley housing fill opening to replenish the oil in the belt pulley. Any excess will overflow back to the transmission.
