Sounds to me like your meter may be seeing the "noise" that is also present in a generator's output. Are you using the DC Volts setting? A battery's voltage can't usually jump around that much. What does the meter read with the engine not running?
Can you get hold of an old fashioned, non digital VOM? The kind with a needle. They aren't as sensitive to that kind of eratic fluctuations.
