Unless you drive fast, make sharp turns or use it on the side of a hill, probably not. You should, however, either have weights or no weights on both wheels. Ideally the tractor should be centered between the wheels. However, many people only move one wheel in for plowing. Also your tractor is not sitting level, the side the 12.4-36 tire is on is slightly higher. If you are reading the rim size on the tire, it probably doesn't mean much, just the recommended rim size for that particular tire, both of your rims may be the same size. the 12.4 and 11.2 are the maximum cross sections of the tires, the 36 is the rim diameter.
