That isn't a packing nut. What you're calling the driver I suspect is there to spring load a mechanical seal inside the pump.There should be two dowels with springs over them protruding from the pulley hub. The holes in the ends of the driver go over the dowels.When the shaft is clamped in the center hole, the springs push forward on the shaft holding the seal against it's mating surface.It's been a long time but I'm pretty sure this accurite.
