I have on of these that acted just that way when I bought it and the previous owner told me to never touch the choke or it would flood.I took a good look at the distrubutor and set the pionts and it would start just as you hit the button.As cooler weather came I kept telling myself that it needed a little choke and I found the cable a stuck up so the choke had not been used for quite some time so I made the repairs and varoom it would start as soon as you hit the button. My particular tractor gets used very little and sits for extended periods of time but starts right up so I would be hesitant to change the original ignition system.
