Sounds reasonable, Redfan. Not a good idea to 'crank' it anyway; can lead to broken arm. I presume that you can hear the magneto impulse working.. clank-clank or click-click when you turn the engine over slowly. Be aware that the points cover is also the advance/retard lever. Full up is retarded (or off); full down is max advance.

Have you been able to get it running, maybe by pulling it? Firing only when turned slowly sounds like severely retarded spark to me. If interested, send me an email offline and I'll send you detailed procedure on getting F-4 mag timed to the engine.
