Running on is pretty much normal in your situation. Attibute it to the combination of high compression pistons and the poor quality nolead gas sold today.

A few things that can help: Adjust the carb idle mix just a bit rich (1/8 turn) from ideal. Set the idle RPM as low as possible. Idle motor for a minute or two at low idle before hitting the kill switch. Run higher octane (premium) gas instead of regular. (Note - changing ignition timing does NOT affect running on, since by definition the ignition is off when it occurs).

If all else fails, put the tractor in high gear and partially engage the clutch as you hit the kill switch. That'll stop the motor instantly!
