Take the radiator off and by using air and pressure water clean the block. the lower outlet will have to be removed and you will be able to look in the block and see better there are four holes at the bottom of the sleeve that alows water to flow past and get to the radiator these are probably blocked with crud. T his is very common with these engines. Mite want to add a water pump at this time. It bolts on instead of the lower outlet and then get a longer fan belt and away you go this has been done many times you dont need a thermostat nor a different cap just put in on and go.
