First step is to disconnect the kill wire going up to the manifold and try it. It could be shorted out. Next, remove the mag, clamp it in a vice (make sure you note which direction the rotor was pointed), clamp a pair of vice grips to the drive and and rotate it. It should have a loud click. The impulse holds the mag momentarily at cranking speed, then turns it loose so that it generates the electricity. Check the points. On a mag they have to be clean and shiny and set right. They aren't as forgiving as distributors.When checking it with the vice grips you don't have to rotate it the full revolution. You can just rotate it the the impulse click and then back and forth.
