Delco DN alternator/regulator question

I'm finishing rewiring an 826 with a Delco DN alternator with external regulator. With the engine shut off, I have 12.6 volts at the batteries. With the engine running, I still have 12.6 and the AMP light is lit up. Everything was fine before I rewired it, but the reason I rewired is the wires to and from the key switch shorted and burned up. There were no sings of burned wiring near the regulator. I've checked for bad connections and can't find any, checked the fan belt tension, and these are brand-new Case-IH wiring harnesses, so is there any way of testing the regulator before I buy a new one?
