First thing is to make sure the steering shaft is not tight because the shaft comeing out the back of bolster houseing must move in and out to open the hydraulic valve, I would check that with the engine off just rock the steering shaft back and forth to see if the shaft moves in and out.It should move in the splines of the u joint but if that spline is rusted tight there is a ste coller under the hood that you can move away from the housing to fix that. If you find things ok then I would think it would be in the bolster there is a ball rack and pion in the steering rack it could be bad I would not think it would be the rack gear or the bolster shaft because say it is the same right or left. hope this helps
