Tinned means they're dipped in molten solder. If you look at the terminals, there's a hole in the top. Some guys prefer the setup where they pull the strands through the terminal top, clip off the excess, flatten the whole thing down and dip it in a pot of melted solder. Let it cool, then you have copper soldered to copper to insure good contact, and those little diggers on the 4 ends of the terminal punch into the sides of the insultaion for stran relief.
