If you're talking about the flow control valve that sends priority flow to the steering, that's not in the steering wheel valve body, that's in the pressure regulator valve that's next to the seat on the right side, on the rearmost inner position. I've had mine apart, not much to go wrong in there except busted springs, not likely, or a crudded up orifice screen on the safety valve. It comes apart in a pretty straightforward manner, and gaskets to put it back together are available at Case/IH if you don't want to make your own.
