Aggravating cub

I have a yellow,12v cub that doesn't like to run.It got a new carb and electric tuneup this spring and like every year decides to screw up when badly needed. Fuel and tank are very clean,with a inline filter.It hasn't run without the choke partly on since new and has as much power as any other cub.Countless mechanics have romanced itsince new;coil and distributor are recent?What are we doing wrong? Other cubs are troublefree,but this low hour one defies repair.
