About a year ago I was doing the same thing to the axle tubes of a Super A. I don't think you want to use drastic measures like big presses to get it to release. It could end up bending the shaft. What I did (and it did work) was to spray penetrant into both ends of the tube and let it soak for at least a week. Spray it every chance you get during that time. It will cost a couple cans of penetrant. Also, I beat on the rusted area a lot with wood block to loosen up the rust and dirt. I got a lot of dirt to come out by doing this and that will help the penetrant to get to the rust. At the end of a week of soaking, I started heating the rusted area so that it was smoking the penetrant. I would beat on it then while it was hot to loosen up the rust. I would then try to make the shafts turn or move with a large pipe wrench (2 ft.). I it was still too tight I would let it cool and spray more penetrant in both ends and repeat the next day. I got both to eventually break loose and they will come out easier if you can get them to rotate so that the rust bonds will be broken completely. On both shafts I found the penetrant had made its way nearly to the center of the rusted area. By being patient and letting it soak down there it will eventually do its job and break the rust bonds when it is heated and expands.
