826 charging, gaining on it but still need help

This tractor has the Delco DN alternator with external regulator. It has brand new Case-IH wiring harnesses, brand new voltage regulator, alternator has been bench tested and is good. Up until today, the alternator would not charge. When I replaced the resistor which is wired in parallel with the AMP light in the dash, it started charging, 14.8 volts at full throttle. Only problem is, the AMP light stays lit. Anyone know what this means?
