I'd be willing to bet this one is going to be a custom creation by a small shop that turned these tractors out for highway departments, small citys etc... Have seen other tractors (not like this one) that were turned out in small numbers like that. Aside from the air cleaner and fenders, check out those solid front wheels. Where's the hydraulic system? Does the pump run off the PTO, or belt pulle
