Steve: Now that you have them off the tractor they look like a Cockshutt fender that someone has customized to fit a utility type tractor with fenders coming right down to platform. I guess my first thoughts being some of the first Fiats, Cockshutt was using with their own sheet metal before the buy outs of the early 60s Cockshutt brought in Fiats to replace the 540 around 1959, thus giving them a utility diesel. They were brought in bare with no sheet metal and Cockshutt gave thm same styling as 540, 550, 560 and 570.
