Trying to put a PTO on will probably cost you more than the tractor is worth. Mounting a PTO assembly might not be so bad, but getting it connected to the driveline would probably mean rebuilding the transmission, and that's assuming you can find the proper parts. Easier and cheaper to buy a tractor which already has a PTO. Putting on a hitch might be somewhat easier assuming you have existing hydraulics. Check with one of the tractor salvage outfits for one of the hitches originally made for the 300U/350U; they are available. Fixing the tachometer depends upon what's wrong with it. Often it's the cable between the engine and the tach, so check it first. Most (all) 350U tractors came without gas guages. If you have one, it's probably an aftermarket installation.
