the saftey switch is a break in the wire to the solinoid wire when you push in on the clutch it completes the circuit [oprerator presense switch] and energizes the starter. I would try to reconnect it what do you have to lose, if it starts to smoke,usally where the wire quits burnning is where the problem lies.
I would suspect that someone has already hacked the wireing harness already that is why you are having the problem that you are having now.
on the solinoid there will be a terminal for the battery cable[big one] and the terminal for the wire that comes from the ignition switch which passes through the clutch saftey switch [little one] jump those terminals with a piece of wire and see if it will turn over. if it does it will rule out the starter and solinoid. then you will need to look into a wiring harness. one other problem that those tractors had is under the steering console where the fuse box is located there is a wiring loom conector for the wiring harness if this tractor has set out side alot there is the possibility that this connection point has gotten corroded that might be a point to rule out before you look into a harness. the rest of it is basic tractor wiring and is not to complicated.
