I had trouble with my MDs governor wanting to let the motor rev up and down without moving the throttle. I was advised to check and change the oil in the pump which I did. The oil in the pump was more like diesel fuel than oil and hadn't been changed in apparently a long time. Several changes later it has significantly improved performance. If you change filters: at least on my machine (if memory serves)the forward filter gravity bleeds but the aft filter must be on the return and I have to crank the motor to get it to bleed. Good luck.
