Matt - First make sure it's not a carb mixture adjustment problem - an excessively lean or plugged idle jet can cause the symptom you describe. Test by very slowly pulling the choke closed while the engine is surging. If you find a choke setting that stops the surging suspect a mixture adjustment problem. If that doesn't do it next try loosening both ends of the horizontal tube connecting the governor riser and the carburetor. Loosen the pair of screws at both ends of the tube, wiggle it a bit to make sure it's free, then retighten the screws. If that doesn't help, then either something is binding in the linkage between the governor and the throttle shaft, or the governor mechanism itself is sticking. You'll need to peek inside the governor to find the problem...
