Just a thought is it possible the fan blade is on backwards? This will move air but not pull it through the radiator can,t remmeber if is possible to reverse these or not. I have a m that is bored out like yours and don,t have any problems. I think it has the m head i just had it overhauled last winter.Used it on mower conditioner today temp about 95 or so didn,t hardly get off the cold mark just into run like most of them run. Not much help sorry might need to run some more cleaner through it. Hope you find the problem.
