When the oil is cold you should have at least 1/2 to 2/3 deflection of the needle. When it warms up and is idling it will be lower. When my C (same engine) is warmed up and idling it goes to just a little less than half way which on my guage is about 25-30 lbs. I have about 70 lbs with cold oil pressure at max rpms. Replacing the oil pan gasket will have absolutely no effect on the oil pressure. As far as the metal plate that is most likely the plate on the bottom side of the oil pickup assembly for the oil pump. It floats in your oil so that the pump is not sucking the gunk off the bottom of the oil pan. This allows for fluctuations in the oil level due to oil draining back from the top of the motor, side hill operation, and for those that do not always check the oil level and the possibility of lower than recommended oil level. Not much to removing the oil pan and replacing the gasket. Good opportunity to clean all of the dirt and metal files from the bottom of the pan. The gasket is readily available from you local Case/IH dealer for just a couple of dollars.
