You didn't mention thermostat or water pump, both of which could be causing your problem. Thermostat is quite easy as it is in the top hose for rad. I would try that first, and once you are sure of thermostat is working properly, check the pump. Just leave the coolant so there is about 1/2 inch in top tank of rad. When tractor comes up to temp you can clearly see flow from pump with coolant at that level.

My personal thought is thermostat, these old tractor rads usually leak before poor circulation.
