Townsend: You mention dial, the only dial I can think of is light switch, it shouldn't be needed for starting. Turn it counter clockwise as far as it goes. Is your starter turning engine over? Starter is pull rod on right. Your ignition switch is in center just above fuse for lights. Sounds as though yours has been changed from push-pull button to a toggle switch. Is your tractor still 6 volt generator system? If so your battery should be hooked up pos ground.
