IH 46 Bale size too short

I've got an International 46 twine baler that is making inconsistent length bales. Most of the time they are short.

I was wondering how many sheave washers are supposed to be used between the two sheaves. I'm currently running with one washer. It looks as though the trip arm may be getting squeezed by the sheaves (not enough space between the sheaves?) and causing the bales to be different sizes.

If anyone knows how many sheave washers should be used on this baler, let me know.
