I have a 1951 H, we put it on the dyno yesterday at the fair, it was turning out 37 hp on the pto, but unless your 46 has had the M+W kit, or something else put in it, it should be around 27 horse power. In clay type soils your H should be able to pull a 2 bottom plow in third gear most of the time, depending on whether the plow is a 12, 14, 16 inch plow, and how deep you are plowing. The H that I have has the Super kit in it, and the head has been milled down. As far as raising your horse power cheaply, check your valve clearances, good tune up, and possibly a straight pipe instead of a muffler, which I do not recomend due to possible hearing loss.
