The PTO assembly is easy to remove and work on. Just remove the bolts and it will come right off. First you need to get yourself some new gaskets and seals. The PTO engages with a sliding collar. The gears in there are always in mesh. Early As had a dog type engagement with a cross slot that engages. Later this was changed to a spline. Probable that the sliding collar (It's actually a sleeve several inches long) has somehow become stuck. Or possibly the detent ball that holds the shifter in position is stuck.
