71310 is the IH 2150 equivalent. Belts and hoses, I would leave unpainted. I think IH painted them, if they were on the tractor when it was painted. The paint won't stick very well and will peel off -- just like it did on the original tractor. If you ever have to remove a hose for some reason the paint will come off anyway. But, to answer your question, I know of no special prep for belts and hoses, (I suppose you can scuff the hoses for better adhesion), and use the same paint. They will look better black.
