Replacing these gears will be very expensive if you get new gears. I think you can still get them from IH. Have you checked the bushings and bearings which could be some of your problem. If the ball bearing one the end of the worm gear has any play or is not bolted up tight to the gear, you will have play in the steering. Also, the outer race of that bearing must be clamped tightly in the steering box by the big plug on the front.
