TD-18 Head gasket problem - help!

Well actually it's a UD-18, but anyway. We aquired this unit a while ago with water in the cyclinders and water in the sump. Whe have had the heads off and found evidence of gasket leaks with the non-orignal solid copper gasket fitted by the previous owner. I had some new laminated copper asbestos made (to parts book specified thickness) and we fitted then along with the orignal steel piston gasket rings. With the head propely tourqued down we still have leaks in at least No 1, 3 & 4 Cyclinders with water ejecting out the spark plug holes. The engine didn't start so never got warm, to full compression or the water system pressure... This was a low presure leak. It has been crack testested, warp tested etc Has anyone else had a simular problem? Can water get in from somewhere else? Any help or knowledge would be greatly appreciated.
