If you have the steering wheel it can be repaired. Take pc-7 epoxy fill the cracks and missing parts , sand to original configration wash with rubbing alchol, apply as many coats of liquid rubber as you like 2-3. Take rubbing alchol and wipe over it. the more you rub the smoother and shinnery it will get. it will last very long and look as good as new the liquid rubber is called rubberize it, is is used on wrench's etc. at most hardware stores.
