Yes, it holds 8 quarts, I use detergent oil in all of my tractors, I prefer straight 30wt. for warm weather, and 20 for cold weather, but a lot of people use multi-weight oil and get along just fine.
As for the power question, make sure the plugs, points, etc. are in good shape, and properly set, ignition timing makes a big differance, I like to set it by ear, and how the tractor responds. also, if the governor is not allowing maximum rpm, the horsepower will be down.
