H charging problems

About 6 months ago I re-wired my H and put on a new voltage regulator and ammeter. Things have been working perfectly up until the other day. Now the tractor dosen't seem to want to charge. The ammeter shows a discharge (about 2 amps) unless the tractor is running at full throttle, then the tractor shows a charge of about 2 amps. Does anyone have a checklist of things to do to check for problems? I tried re-polarizing the generator but it didn't help.
