I did the same thing about a year ago, had the entire tractor disassembled, so many things, I don't remember. But, isn't there a set screw in front, or perhaps rear of the light/steering post? The arms you are referring to is a single piece of pipe with a hole in the center for the wires. I don't know if taking the bar (pipe) out will help or not. You still have to thread the wires up from the light box thru the post and both directions through the bar. Probably easier to thread with the steering post off, but then you have to contend with the steering, touch control levers, etc.
