Make sure you have the advance/retard lever (on points cover) turned down (clockwise). Raising it up fully should shut off the spark. As others have noted, points are usually the problem. Could also be bad contact between points cup and magneto frame. Is impulse clicking? If you have an ohmmeter, you can check out all the electrical parts pretty easily. I put together a CD on F-4 restoration a year or so ago. Let me know if you'd like a (free) copy.
