International Baler Won't Tie

Hi, I would like to help a friend at work: he has an old baler he just bought that seems to be in good condition, but it won't quite tie. Apparently the bill hook won't release the knot; he says it does not seem to have a wiper arm like a New Holland. Can anyone advise? A man is in enough trouble fooling with a baler that works, much less one that won't work.
