I did a bit of both to get '67 Cub that I wanted real bad. I would jokingly ask "how's my tractor doing?" about every time I saw the guy. About 1 year later after asking him to sell (which he said he would never sell) He asked me if I was still interested.
In your case, is the guy actually using the tractor daily? is it a yard ornament? Or is it tucked in the back of his shop with a pile of junk on top of it?
If he's not using it, chances are he will see your way. Be patient, and never show how badly you want it. It will drive him nuts, til he sees it on your lawn.
