Sounds like you need to take the tank off and have it cleaned out, the trap has a stem that protrudes up into the tank 3/8" from end of threads, this is to have a area in bottom of tank for sediment, rust & water for a limited time, a tractor this age would have a lot bad stuff in the tank. I have seen these stems corrode off, pot metal and water will dissolve it over time.
