Might be the starter but I would replace the starter switch first. It's cheap enough and if it's not the problem you know you have a new one and can eliminate that question. Then take an ohm meter and check resistance from all cables from end to end. Should peg the needle just like if you were to hold the two prongs on the tester together. This would let you know where your problem lies. Also check the voltage at the starter terminal when you hit the starter button. Should be right around 6 volts. Much less than that (5.5 volts or so) isn't enough. Hope this helps to save you some $!
