Govenor Assembly

Have any of you guys had the spring loaded plunger that is in the end of the govenor gear assembly that the thrust washers ride on get stuck inside that shaft? Any suggestions, soaking assembly, heat? Just wondering if this is a common problem. Oh yes, tractor is a 49 Super A. Although I think IH used this in many other tractors. Thanks for any suggestions.
