If the tractor ran OK when it was parked 2 years ago it's not likely to suddently have a low compression problem now. (And if did it also would be start hard and would run poorly under no load.) More likely something in the fuel system got gummed up while sitting idle - especially if the gas was not treated with stabilizer before the tractor was parked. Make sure the governor to carburetor linkage moves freely and does not bind. Remove the sediment bowl and clean the inlet screen. Make sure there's a good flow of fuel from the tank before sticking the bowl back on. Then run the engine and try adjusting the carb high speed mixture screw out ½ turn at a time and see if that helps. If it doesn't, suggest removing the carburetor for an internal inspection/cleaning. Also good idea to check the aircleaner for obstruction (wasp nest, etc) and make sure the carb choke plate opens fully with the choke rod pushed in. Good luck!
